In 1982, Falcon Communications (the sister company of Falcon IP/Complete) took possession of a specially designed trailer housing a digital switching system in Deadhorse, Alaska.  On its way to Molden for final rigging and testing, W.F. (Buck) Provance, president at Falcon, called attention to the sign, "Deadhorse, Alaska, or Bust," placed on the rig when it left Northern Telecom's Research Triangle Park in North Carolina, manufacturers of the telephone components. Looking on are (from left) Herbert l. Hughes, vice-president. sales, Northern Telecom, Inc., Digital Switching Systems. and Wayne R. Lasson, vice-president and general manager of the company's DMS-10 Division.

AB518 COMPLIANCE RULEMAKING - Docket No. 07-06016

An update

Docket No. 07-06016.  Since July of 2007, AT&T, Embarq, Verizon, NTA, some rural telecommunications companies along with CLECs and cable companies have been working diligently on amendments to the Nevada Administrative Code to adhere with the edicts of AB 518 that was passed in the 2007 Legislature.  To see all documents pertaining to this docket go to

PHASE I - Repeal Regulations/Minor Amendments - Latest Status:  The Commission adopted the LCB version on January 30, 2008.  A copy of the adopted language is available here.

PHASE II - Provider of Last Resort Obligations - Latest Status:  A copy of the order dated March 5, 2008 is available here.

PHASE III - Amendments Not Covered in Other Phases - Latest Status:  The Commission has sent its draft regulations to the LCB for final draft before Commission approval.  In the proposed regulations of this phase, the Commission is to adopt regulations for:

Discontinuance of basic network service by a competitive supplier

bullet

Change in service area boundaries by a competitive supplier

bullet

Changes to the consumer bill of rights regarding small-scale providers of last resort and

bullet

Fees carriers can charge for use of a credit card to pay a consumer's bill.

A workshop for Phase III and IV is scheduled for May 19th with a hearing scheduled for May 23, 2008.

PHASE IV - Small Provider of Last Resort - Latest Status:  A copy of the proposed language sent to the LCB for final draft is attached here.  A workshop for Phase III and IV is scheduled for May 19th with a hearing scheduled for May 23, 2008.

PHASE V - Universal Service Fund - Latest Status:  Proposed language, comments and reply comments were submitted by the parties in April.  A workshop scheduled for May 1, 2008 was cancelled and will be rescheduled for July.
