House Energy and Commerce Committee Posts USF High-Cost Recipient Information on Website

The House Committee on Energy and Commerce has now made available on its website information concerning top recipients of high-cost support from the Universal Service Fund (USF).  This information was provided to the committee by the FCC, in response to a letter sent June 15 to the Commission requesting updated and more targeted high-cost data.

OPASTCO and the NTCA Endorses Universal Service Reform Act of 2010

OPASTCO and the NTCA endorsed the Universal Service Reform Act of 2010, which was introduced in the House of Representatives by Congressmen Rick Boucher (D-Va.) and Lee Terry (R-Neb.).  Under the Act, the Universal Service Fund (USF) would be reformed to include broadband as a supported service, broaden the USF's contribution base, require the FCC to reform intercarrier compensation within one year, and permanently exempt the USF from the Anti-Deficiency Act.  Additionally, this legislation would maintain current rate-of-return regulation, which  as a mechanism has proven particularly successful in delivering quality, affordable broadband access to rural consumers.

Rural Associations File Comments on FCC's Broadband Universal Service Reform Proceeding

OPASTCO, the National Exchange Carrier Association (NECA), the National Telecommunications Cooperative Association (NTCA), the Western Telecommunications Alliance (WTA) and the Rural Alliance, as well as 38 concurring state associations and other groups, filed joint comments in the FCC's Notice of Proposed Rulemaking (NPRM) and Notice of Inquiry (NOI), which seek comment on proposals regarding Broadband Universal Service Fund (USF) reform.  (Note:  An the erratum filing was made to correct the listing of the Nevada Telecommunications Association in the NOI/NPRM filing. )
     Although the associations agree that existing high-cost USF mechanisms must be reformed comprehensively so as to support broadband deployment and infrastructure, they are concerned that recommendations for reform made in the National Broadband Plan (NBP) could thwart rural broadband access.  Specifically, the associations recommend that the FCC:

bullet

Not impose an overall cap or freeze on the existing High Cost program for ILECs, or new caps or freezes on RLEC-specific mechanisms such as interstate common line support;

bullet

Not require RLECs to shift to incentive regulation, but instead retain rate-of-return regulation, which remains a viable mechanism in today's competitive broadband environment;

bullet

Focus on developing simple, reliable and workable methods based on actual costs for supporting broadband in RLEC territories, and not pursue efforts to develop complex models or market-based mechanisms such as reverse auctions;

bullet

Immediately reform the USF contribution system to expand the contribution base to include, at a minimum, all broadband Internet access providers; and

bullet

Address quickly certain elements of intercarrier compensation, including phantom traffic and confirming that interconnected VoIP providers are required to pay access charges.

NTCA CEO Responds to Recent NBP/USF Press

 

NTCA recently responded to two telecom-focused pieces in the Washington Post.  On July 16th, Blair Levin and J. Eric Garr, former FCC officials and leaders in the development of the National Broadband Plan, authored an opinion piece praising broadband applications for education, health care, public safety and other areas.  In a letter to the editor, NTCA CEO Shirley Bloomfield pointed to the need for equality in broadband speed to ensure all Americans can realize the benefits of broadband.  On July 20, Bloomfield submitted a letter to the editor in response to tech reporter Cecilia Kang's article about universal service reform.  Bloomfield commended Kang for calling attention to the need to repurpose the universal service fund for the broadband era and noted NTCA’s support for ensuring the fund is used appropriately and efficiently.  Both letter submissions may be found in the "Communications Tools" section of NTCA’s online National Broadband Plan Resource Center.  Consider tailoring the messages in these letters for your communications efforts in your local and regional media.

House Appropriations Subcommittees Approve FY 2011 Funding for RUS, NTIA Broadband Programs

The House Appropriations Committee Subcommittee on Agriculture and Subcommittee on Commerce, Justice, Science and Related Agencies approved funding for both the USDA Rural Utilities Service (RUS) and the National Telecommunications and Information Administration (NTIA) for fiscal year 2011.  The Agriculture Subcommittee allotted to RUS approximately $645 million, which includes support for RUS-administered broadband grant and loan programs.  The Commerce, Justice, Science and Related Agencies Subcommittee designated to NTIA approximately $58 million, which includes support for the NTIA-administered Broadband Technology Opportunities Program (BTOP).       For more information, please visit the House Appropriations Committee's website
